other fees has also been affected by the vagaries of the
dollar, feels very strongly that the existing scale of
survey fees is not appropriate to present conditions, the
sterling equivalent being now less than one-fifth of the
sterling equivalent in 1910.

I consider that Captain Le Patourel has a
legitimate grievance and have the honour to recommend the
adoption of the following sliding scale of fees for the
survey of emigration vessels:
For a vessel of 1,000 tons, net registered
tonnage, or less
£ 3.
Exceeding 1,000 tons, but not exceeding
1,500
£ 3.10.0.

Exceeding 1,500 tons, but not exceeding
2,000
Rising by 10/- for every additional 500
tons, or fraction thereof.
£ 4.
The substitution of a sterling scale for a
dollar scale would present no difficulties locally and
seems desirable on account of the uncertain future of
the Chinese National Dollar.
